EW have an 8+card trumpfit in spades, so if North has 4 spades, South must hold a singleton in the suit at the most.
North also knows that their side has an 9+ card trump fit in Hearts. Following the Law of Total tricks he can compete therefore to the 3-level. South should pass unless he has 6 hearts himself.
