By bidding 2♣ first (skipping the ♥ suit) and 2♥ on his second turn East shows 5 clubs and 4 hearts plus 11+ points. Good enough for West to bid 3NT.
After East's bid of 2♣, West will initially assume that East does not have a 4-card major suit. It is important therefore for East to bid his ♥s on his second turn.
