Partner's Take-out Double asks you to bid your 4-card major, but you have both.
In such case (after your RHO made a bid other than "Pass") you can make a Responsive Double, showing length in both major suits.
Partner can then chose himself which suit he prefers.
In this case it is ♠. With 8 losers in your hand (plus Partner's likely 7 losers) you (East) should pass.
Here is another example.
A Responsive Double can only be made by the "Advancer" : the Partner of the Overcaller or Take-out Doubler.
