Because Declarer was able to discard his 4♣ loser on Dummy's Q♦ the direct finesse in ♥ is safe.
If South had won with the K♥ and then lead a ♣, Declarer could have ruffed it.
If South had played his K♦ at trick 7 instead, Declarer would have been forced to ruff instead of discarding his 4♣.
In that case the ♥ finesse would have been risky, costing 2 tricks if it failed.
