If you had four spades you would have responded 2♠. If you had a good ♥ stopper you might have bid 2NT. But you have neither.
There is no other option left but to bid a minor suit, but which one ?
In this situation a Responsive Double can be made. This shows length in both unbid suits (♣ and ♦) and usually also 2 or 3 cards in Partner's suit (♠).
