East responds with 1♠. Bidding a new suit is alway forcing for one round (unless Responder had previously passed when it was his turn to open the bidding). West must therefore bid again and may not pass.
West's 2♦ reply is a reverse bid, showing 16+ points (and 6 or less losers) and in this case at least 5 clubs and 4 diamonds.

Reverse bids
When Opener, after a response at the 1-level, bids a new suit at the 2-level which is higher ranking than the suit he opened with, he shows a strong opening hand with 16+ points and usually 6 losers or less. This is called a "reverse bid".
